It is written assuming you have a basic knowledge of psp and its tools.
It is written using psp X5 but should work in any other version.
You will also need a fat font of choice.

1. Open frame # 1. Shift + D to duplicate.
Re-size the frame by 85%, all layers un-checked.
Re-size the frame by 85%, all layers un-checked.
2.Paste frame number 2 as a new layer.Mergethese 2 layers and resie it by 85%.
3.Open flowers 1,2,3,4... Re-size them by 35%,
Copy and paste them as new layrers. Re-size them again by 65%,
Now re-size one of them by 90% re-size another one by 90% twice.
Re-size another one by 90% three times. Add a shadow to each.
4. Line them up in a curved line on the frame somewhere.
When your happy with their placement merge the flowers and the frame layer.
5. Paste the tiara re-sized by 35%.
Re-size it again by 65%. Sharpen it and add a shadow to it
Position it over the flowers layer,
6.Duplicate the close u twice so you have 3 layers of your tube.
7.On the bottom tube layer: Select all, float and de-float. Hit
delete on your keyboatd and fill the selection with white.Select none.
On the top layer change the blend mode to Screen and lower the opacity to 60.
On the middle tube lower the opacity to 60.
On the top layer change the blend mode to Screen and lower the opacity to 60.
On the middle tube lower the opacity to 60.
8. Hide the main tube and merge visible.
9.Unhide the tube layer and add ©.
10. Decorate your tag, with elements from the kit. Add a shadow to each individual element.
11. Add a new layer and select all. Paste a paper of choice into the selection.
Select none.Load your chose mask.Merge group.

12.The name is done in a fat font, F/g set to pattern,
use a paper of choice. Stroke width set at 2. B/g solid color to match.
Then add a drop shadow to the name layer.
And your done!
