This tutorial was written on 06/20/2013, By Kelli.
Please don't copy it or claim it as your own or post it through any group.
You may link back to my blog.
Any resemblance to any other tutorial is strictly coincidental.
It is written assuming you have a basic knowledge of psp and its tools.
It is written using psp X5 but should work in any other version.
You will need the scrap kit Cutie Patootie
  by PolkaDot scraps
Buy it at Pimp my tags/with scraps here
You can check out her blog Here.
You will need a tube of choice. I am using a tube  by Suzanne Woolcott.
You need to purchase this tube to use it.
You can buy it at Gorjussart.com
You will also need a font of choice I am using Cutie Patootie.
You can download it for free at Dafont here

Ok Ready?
1. First open a new transparent image 500 x 500.
2.  Paste frame #4 as a new layer. Resize it by 50%.
Duplicate it and move them so they are ovverlapping one another.Merge the layers down and place the merged layer in the middle of the canvas.
3.Use your magic wand to select inside the frames being careful
to get the part that overlaps. Add a new raster layer and expand the selection by 4.
Paste a paper of choice into the selection. Drag below the frame layer. Add a drop shadow to the frame layer. Merge down.
4. Paste leaves #2 as a new layer and drag it to the bottom on the layer palette.
5. Now add flowers and bows to the leaves. Resize each and add a shadow
to each individual element. Merge the leaves, flowers and bows.
6.Add a new raster layer, select all. Paste swirl # 3 into selection and drag it to the bottom layer.
re-size it by 90%, add a shadow.
Repeat this step with scatter #4.
7.  Add more elements if desired.
8. Add your tube and ©. Add your taggers mark if desired.
9.Activate your text tool set to Cutie Patootie.
Add an inner bevel and  drop shadow at this time.
