~The Scrap kit of choice or this one by Inzpired Creationz Its called Pinky Kitty. You can purchase the kit at Pimp my tags W/ scraps

k......Ready?

Open a new canvas 700X700~ White.
Open the black half tone and paste it as a new layer,
Now add one of the pink ones and move it down and to the right slightly.Merge down.
Add a new layer and select all, paste the pink stars into selection.Re-size by 75. Sharpen and add a shadow to it. Merge it down.
Add Frame number #1, Duplicate it twice.
Position them side by side.
Merge them, when you are happy with them.
Grab your magic wand and click inside each of the frames,
Expand the selection by 4
Open a paper of choice and set your background as pattern using the paper you have chosen
Add a new layer and fill all three frames. Select none.
Now duplicate the pattern layer twice. So you have 3 pattern layers.
Go to effects, Xero and find the Fritillary filter there. On the bottom pattern layer, use the filter with these settings:

Make the Middle patterned layer active.Use the filter again with these settings:

Make the top patterned layer active.Use the filter again with these settings:

Add your tube as the top layer. Add a drop shadow to it these are the settings I used:
h and v = 2, opacity 30 and Blur 2.
Be sure and add your © (and your taggers mark if desired).
Make your frame layer the active layer and repeat the shadow on that layer as well. Sharpen each of the patterned layers, What ever you do to one layer, you will need to do to all of them. So if you want a glow, add it to each layer with the same settings.
Add elements,Word art, or text of your choice.
Hide the bottom 2 pattern layers,And copy merged. Paste into animation shop as a new animation.
Go back to psp and hide the first patterned layer, unhide the middle one and copy merged.Go back to animation shop and paste after current layer.
Go back to psp and hide the middle patterned layer, unhide the bottom pattern layer and copy merged. Back to animation shop and paste after current layer.
View animation and save.
Close the animated version. Leave the original tag open.
Now to add the name.
Go back into psp and type your  name.
Give the name a bevel and a shadow of choice.
Rotate it as desired.
Remember, whatever text effects you want you need to add now.
Once your happy...Copy only this name layer.
Go back to animation shop and paste as a new animation.
Go to edit and propagate paste.
Now go back to the tag animation.
Go edit and select all frames. Now paste it into selected frames.
Paste the name where you would like it.
View animation and save
